Certain categories of citizen are entitled to a 50% discount on their MTPL premium. Note that the discount can be used for one vehicle only.
The discount applies to:

  1. Pensioners
  2. Combat veterans
  3. People with a group 1 or group 2 disability.
  4. Chornobyl victims in category 1 or 2.
  5. War veterans.
  6. Injured participants of the Revolution of Dignity.

The conditions for using the MTPL discount are as follows:

  1. The vehicle belongs to the person entitled to the discount.
  2. The vehicle is driven either by that person, or by another person who is also entitled to a discount.
  3. The insured vehicle is not used commercially (carrying goods or passengers for payment).
  4. For people with a group 1 disability, the MTPL policy also covers the vehicle being driven by another person, provided the entitled person is present.
  5. Only for vehicles with an engine capacity up to 2500 cubic centimetres or an electric motor rated up to 100 kilowatts inclusive.

If the conditions for using the vehicle are breached, the Law of Ukraine allows a recovery claim against the person responsible for the insured event. This can be a substantial sum.
Note that the state may widen the list of eligible categories, provided it compensates insurers for the 50% discount out of the state budget.
