The person taking out the contract must give accurate information. The Law requires the policyholder to disclose the material circumstances relevant to assessing risk; the insurer sets the form and method of disclosure and publishes on its website the list of information it takes into account. Intermediaries must supply the same data. Ukraine now has free pricing on MTPL: each insurer sets its own premium using its own methodology, subject to the statutory 50% discount for eligible categories.
Factors that may be taken into account: the claims history of the policyholder or owner; their age; the gross and unladen weight of the vehicle; the mileage at inception and the expected mileage over the policy year, which tells the insurer how intensively the car is used; whether the policyholder is the owner; the minimum age of the permitted drivers; and their licence seniority. Which of these a given insurer actually uses depends on its pricing policy. Commercial use is priced on an entirely different basis.
The following always affect the price: the place of registration of the owner as shown on the vehicle registration document, not where the policyholder lives and not where the car was first registered; the term of cover; engine capacity for cars, motorcycles, mopeds and scooters; number of passenger seats for buses; carrying capacity for lorries; and whether the policyholder is an individual or a company. Because the inputs differ between companies, a proper comprehensive motor insurance comparison is the only way to know which one is cheapest for your specific car.
